Twelve complaints about the conduct of councillors were received by Arun District Council over a 12 month period, according to a report.
The complaints were made between August 2025 and July 2026, with seven concerning town or parish councillors and five concerning members of Arun District Council.
Ten of the complaints were made by members of the public, while two were made by councillors themselves.
The figures are included in the Monitoring Officer’s quarterly report which is due to be considered by the council’s Audit, Governance and Standards Committee on October 15.
The allegations included disrespect, bullying, harassment, discrimination, bringing a council into disrepute, misuse of position and failing to declare interests.
However, the report states that some complaints are still being assessed or investigated, with no outcome yet recorded.
Of the 12 complaints received in this period, four were recorded as having resulted in no breach, while none had been resolved through informal resolution or taken forward to investigation.
The report said the majority of complaints were against town and parish councillors and were made by members of the public.
The council is proposing to re-establish regular meetings with town and parish clerks to provide support on this.
The report also highlighted a number of historic complaints which had been expected to go before an Assessment Panel.
However, following further consideration these matters were closed after concluding that continuing them would not be ‘proportionate, fair or in the public interest’ after so much time.
The report states steps had been put in place to ensure new complaints were handled in line with the council’s Local Assessment Procedure.
According to the document, in reviewing complaints over a 12 month period the council are able to identify patterns or trends, which can be used to inform councillor training and lessons.
The Monitoring Officer will also review the council’s Code of Conduct and report back to the committee in December.
