Eastbourne councillors are set to make a decision on plans to replace garages with a housing development.
Next Tuesday (October 13), Eastbourne Borough Council is due to consider proposals to demolish a block of 11 garages to the rear of West Cliff Mansion — a 10-storey apartment building in St John’s Road — and build four two-bedroom town houses.
The application, from Derek Godfrey, is being recommended for approval by council planning officers.
In a report to the committee, a council planning spokesman said: “The proposal would deliver four additional dwellings on previously developed land within a sustainable urban location.
“It would make a positive contribution to housing delivery, make efficient use of brownfield land and provide high-quality residential accommodation.
“The development has been carefully designed to respect local character, safeguard neighbouring amenity and avoid unacceptable highway impacts.”
While recommended for approval the application has seen a significant amount of opposition from local residents.
According to the officers’ report, the council has received 93 individual representations opposing the plans.
They have raised concerns about impact on privacy; potential overshadowing; loss of the garages; harm to the character of the area; and parking and other infrastructure pressures.
The report says some objectors also raised concerns about property prices and loss of view, although officers note these are not considered to be material planning issues.
Officers acknowledge that there would be some “limited impacts on neighbouring amenity” as a result of the development, but say this would not be “so significant as to warrant refusal of the application.”
Officers also say mitigations, such as screening, would be secured through conditions.
The council has previously turned down plans to redevelop the site. These earlier proposals, which came from a different developer, had sought permission to build a five-storey apartment building.
