The council has made life harder for older people and those with disabilities, according to a motion due to be debated this week.
Conservative councillor Anne Meadows said: “Red routes in London Road, Lewes Road and potentially Western Road make parking for blue badge holders and the elderly significantly more difficult.
“Better accessibility to the beach for wheelchair users is required.
“Higher parking fees affect blue badge holders and the elderly to a greater extent because they rely on their cars even more than able-bodied user.
“Lack of focus on dangerously uneven paving and obstructions such as advertising A-boards which take up a significant amount of pavement space add to the challenges the disabled and elderly face.
“The roll-out of EV (electric vehicle) charging points without public consultation has potentially made it harder for blue badge holders and the elderly to park close to home.
“Disabled bays are not always fit for purpose.
“Huge investment has been focused on cycling and e-scooters to the detriment of the disabled and elderly through the removal or moving of disabled bays and busier and more dangerous pavements.”
Councillor Meadows also said that all those issues and the debate around the closure of Wellington House day centre “highlight a lack of focus on the lives of the disabled and elderly”.
She plans to call on Brighton and Hove City Council to ask one of its “overview and scrutiny committees” to set up a “task and finish group”.
And she wants the task and finish group to “explore how the council can improve the lives of disabled and blue badge holders by having a disabled-first approach to council policies”.
The motion is due to be debated at a meeting of the full council at Hove Town Hall which is scheduled to start at 4.30pm on Thursday (1 October). The meeting is expected to be webcast.
