The consortium of Thames Water creditors looking to rescue Britain's largest supplier of its kind has appointed a former senior Labour minister in a bid to help get a deal past government opposition.

London & Valley Water (LVW) announced on Tuesday that Lord John Hutton would join the Thames board as its independent chair designate, supported by the telecoms and turnaround specialist Mike McTighe.

The move comes as talks with ministers and regulators over the future ownership of cash-strapped Thames Water continue to drag on, months after the government signalled that LVW's plans would not be in the best interests of the utility's 16 million customers.

Lord Hutton, a former work and pensions secretary under Tony Blair and later Gordon Brown's defence secretary, has experience ‌across public policy, energy and infrastructure.

He has also previously chaired the energy industry lobby group Energy UK.

The appointment will be widely seen as a bid to get LVW's proposed £10bn effective takeover done as Thames continues to seek additional cash to enable safe operations into 2027 and avert a messy collapse.

The LVW consortium, which holds a major chunk of Thames Water's £20bn debt pile, said Mr McTighe would be its vice-chair designate.

It made the announcement hours after a story in the Guardian revealed that prime minister Andy Burnham, who has previously supported the idea of a nationalised Thames Water, had demanded fresh ideas from his team over the company's future.

The newspaper reported that he was shying away from the high cost of nationalisation and was instead favouring new proposals such as Thames Water's fines for poor performance being converted to an equity stake.

The consortium's statement said: "Subject to L&VW's proposals and the Performance Improvement and Turnaround Plan being taken forward, and the completion of Ofwat's onboarding process for board directors, it is proposed that Lord Hutton would join the Thames Water board as Independent Chair, taking on responsibility for overseeing Thames Water's 10-year turnaround and comprehensive transformation in the interest of customers, the public, and the environment, working closely with the management team."

Lord Hutton added: "I am looking forward to being part of the new leadership at Thames Water and helping get this hugely important business into a better place.

"People living in London and the Thames Valley have the right to expect the highest possible standards of customer service and proper environmental stewardship from their water company, and that will be our focus as we look to the future."

Water bills face hike from higher industry borrowing costs

Back in June, then-environment secretary Emma Reynolds outlined a number of concerns to the industry regulator ahead of a final determination on the creditors' original plans.

She said: "Over the last 15 years, we've seen underperformance of Thames water pollution incidents and repeated failures.

"I have written to Ofwat to set out my early concerns that the creditor's proposals don't do enough to protect consumers and the environment. And overall, I don't want Thames Water's consumers to have to pick up the bill for their failures."

LVW - including investment firms Apollo, Elliott, Farallon, and Silver Point - has since made a series of suggestions including the idea of a "golden share" for the government to help satisfy Mr Burnham's concerns about private sector ownership.

Thames remains at risk of being placed into a Special Administration Regime if revised rescue proposals are rejected by ministers.
