Portsmouth City Council has published new figures showing progress in supporting businesses across the city during 2025.
The council’s latest Business Support Report points to growth in business engagement, the launch of new support schemes, and successful initiatives to attract investment.
The authority says the measures are helping build a more resilient and sustainable local economy.

Steve Pitt, Leader of Portsmouth City Council with responsibilities for Economic Development, said: “This report shows the scale and impact of the work happening across the city to support businesses of all sizes. From match‑funding and mentoring to major events and international partnerships, we are committed to creating the conditions for businesses to grow and for Portsmouth’s economy to thrive.”
The Council’s latest Business Support Report shows more than 500 businesses across the PO1 to PO6 areas have now received help through the Portsmouth Business Support Service, delivered in partnership with Shaping Portsmouth. Demand has focused on funding and finance, business planning, human resources, marketing advice and start-up support.
Throughout the year, fully funded workshops delivered by local training specialists have helped firms improve resilience, while a tailored mentoring programme has continued to offer free expert guidance for start-ups and growing businesses, supported by volunteer mentors from across the city.
The report also highlights the impact of the Portsmouth Match Fund, backed by the UK Shared Prosperity Fund. More than £75,000 was awarded to 24 businesses, matched by their own investment. One example includes A Little Bit Extra Ltd, which expanded production, created new jobs and moved into larger premises following support.
Creative industries have also benefited, with Portsmouth Creates delivering its third year of creative match-funding, expected to attract more than £770,000 of external investment. Nineteen creative students at HSDC were supported through the Creative Enterprise programme, helping them launch products and establish early-stage businesses.
Pop-up retail schemes have continued to provide low-risk routes into the high street, with several businesses progressing to permanent premises. The Love Portsmouth pop-up at Gunwharf Quays showcased more than 30 independent brands and was extended to six months due to strong demand.
Major events have delivered record footfall, including Southsea Food Festival, which attracted more than 63,000 visitors and generated an estimated £1.5 million for the local economy.
