Chichester District Council plans to contact the owners of 34 playgrounds to ask permission to ban dogs from those areas.
The council is reviewing a Public Space Protection Order (PSPO) which already prohibits pets in play areas. However, new housing developments over the years mean some new sites are not covered.
During an environment panel meeting on Monday (March 23), members discussed the matter and recommended to the cabinet that a public consultation into the PSPO be carried out between May 8 and June 5.
The PSPO will be amended to include the new sites, once permission is received from the owners and once they have been fenced off, as the order requires.
As well as protecting play areas, the order covers dog fouling and the need to keep them on the lead in certain areas.
In the year to date, the council has received 45 complaints about dangerous dogs and 33 about fouling. And there was an incident in Bosham where a dog killed a swan.
Anyone caught breaking the rules can be issued a Fixed Penalty Notice of £150 (£100 if paid with 14 days). If they fail to pay, they can be taken to court and fined £1,000.
As well as being banned from play areas, dogs are not allowed in Bishop’s Palace Gardens, Priory Park, or the foreshore and beach at Selsey, from groyne E26 to E33.
Francis Hobbs (Con, Easebourne) said: “I feel uncomfortable about the fact that we continue putting more and more restrictions on people’s lives, just generally. But I accept that there’s an element of proportionality and it comes down to whether individual owners are being responsible in the way they look after their dogs.
“One of the things which irritates most people is those who bother to bag up their dog’s faeces and then happily leave it hanging on a tree or just sitting on the road or, for some extraordinary reason, letting a dog foul outside somebody’s gate. It’s ridiculous.”
Mr Hobbs stressed the need for the council to take the PSPO seriously, fining people and making it clear that such behaviour was unacceptable.
